The idea of Vehicle Identification Numbers (VINs) was started in 1954 in the United States. There was no standard form at that time, and so each manufacturer had his or her version. The US government, car manufacturers, and the automobile manufacturers’ association collaborated to establish a uniform system of identifying cars using VINs.
By 1981, a worldwide standard was proposed by the National Highway Traffic Safety Administration (NHTSA) that required all vehicles on the road to have a 17-character VIN. Letters O, I, and Q were omitted in order not to confuse them with the number 0, number 1, and number 9.
The Society of Automotive Engineers (SAE) in the United States assigns each world manufacturer an identifier (WMI). All countries have their designated bodies to coordinate WMI code assignments. In India, the Bureau of Indian Standards (BIS) is charged with giving WMI codes to vehicle manufacturers upon approval by SAE International.
