Under the Compulsory Registration Scheme (CRS), manufacturers may use a standard mark with a unique registration number after testing their products in BIS-recognized laboratories.

It is not feasible for BIS to establish testing facilities for all products under its various schemes. To address this gap, the Laboratory Recognition Scheme (LRS) enables BIS to engage competent domestic and international laboratories.
Recognized laboratories must demonstrate the required infrastructure, testing capabilities, qualified manpower, and payment of relevant fees.
The LRS operates under Section 13(4) of the BIS Act, 2016, and Rule 32 of the BIS Rules, 2018. It enables BIS to identify laboratories in India or abroad for product conformity assessment and other designated testing duties.
The scheme outlines the principles for awarding, renewing, suspending, or withdrawing recognition. It also defines laboratory roles, complaint procedures, and test-report requirements. BIS maintains a list of recognized laboratories authorized to conduct testing as per Indian Standards.
Testing charges for a period of three years are fixed at the time of recognition or renewal. The charges remain unchanged during this period, and laboratories must comply with BIS rules regarding testing fees.
