Highlighted industries are sectors that drive economic growth, innovation, and job creation. They often involve cutting-edge technologies, sustainable solutions.
Play is risky to children, but the riskiness should not be introduced through toys. A toy, regardless of whether it was made in India or imported, must be safe for children. Keeping this in mind, the government has made BIS certification compulsory.
The rule is mentioned in the 2020 order of Toys (Quality Control). All electrical and non-electrical toys sold under this order are to contain the ISI mark. Toys that are not marked cannot be sold in India. Selling non-certified toys may result in punishment or even a jail term.
This order's primary goal is to prevent dangerous and subpar toys from being sold. Before every item is given to kids, BIS makes sure it satisfies the necessary safety requirements. Presto Laboratories assists importers, traders, and toy manufacturers in comprehending these regulations and properly completing the certification process.
Toys are separated into two primary categories: electrical and non-electrical, to simplify the process. Every type belongs to a particular Indian Standard, or IS. For primary standards, a licence is given; however, for subsidiary standards, more testing might be required.
To apply for a BIS license for toys, manufacturers must have:
Different Indian standards apply to different kinds of toys. To make the process easier, the ministry has divided them into two categories — electric and non-electric toys. For each category, one main standard is used for certification, while additional standards may apply if extra testing is needed.
| S.No. | Type of Toy | Main Standard | Additional Standards |
|---|---|---|---|
| 1 | Non-electric toys (dolls, rattles, puzzles, etc.) | IS 9873 (Part 1):2019 | IS 9873 Parts 2, 3, 4, 7, 9 |
| 2 | Electric toys | IS 15644:2006 | IS 9873 Parts 1, 2, 3, 4, 7, 9 |
Manufacturers must arrange proper testing setups. Guidelines are:
The Scheme of Inspection and Testing (SIT) defines how often tests must be done. Some tests can be performed in-house, while others must be carried out in BIS-recognized laboratories.
Note: Toys made by artisans registered with the Office of the Development Commissioner (Handicrafts) are exempt from this order.
The cost depends on product type and validity duration. The general fee structure includes:
In India, BIS certification has become compulsory for every toy manufacturer and importer. No toy can be sold without the ISI mark. Presto Laboratories assists companies at every step of the BIS certification process — from document preparation to final approval — helping manufacturers ensure that only safe and high-quality toys reach the market.
