The producers must make sure that their products accomplish the required certification, safety, and quality standards before the foreign manufacturers send their products to the market . The Bureau of Indian Standards (BIS) facilitates an easy process by supervising the Foreign Manufacturers Certification Scheme (FMCS). This program allows foreign manufacturers to get BIS accreditation under the ISI Mark. The ISI marks are a way to attain the trust of the employees. This ISI mark authenticates the products by verifying their accuracy and quality.
Foreign manufacturers can receive approval to use the Standard Mark (ISI Mark), which is a sign of quality, safety, and belief in the products via this scheme. From the year 2000, the Bureau of Indian Standards (BIS) has been administering the Foreign Manufacturers Certification Scheme (FMCS), whose goal is to guarantee that the sourced goods fulfill the same safety and quality requirements as those produced in India.
The Foreign Manufacturers Certification Department (FMCD), which administers the certification process, analyzes whether the production system of foreign manufacturers conforms to the demands of the Indian Standard. The important step in this process is to confirm compliance with the regulations of BIS by a factory audit.
The international manufacturer must designate an Authorized Indian Representative (AIR) to ensure operational and regulatory compliance, who will act as a mediator between the producer and BIS. BIS protects Indian consumers and promotes fair trade by using FMCS to guarantee that goods imported into India are reliable, safe, and of consistent quality.
Under FMCS, BIS grants foreign manufacturers the right to use the ISI Mark, symbolizing quality assurance and product reliability. The ISI Mark features the license number (CM/L–XXXXXXXXXX) at the bottom and the relevant Indian Standard number at the top — both representing compliance with national standards.
The ISI mark is issued when the factory inspection, evaluation, and consent by the Bureau of Indian Standards is completed. When the license is permitted, the manufacturer can confidently supply their products to the Indian market with the ISI Mark.

Upon completing these steps and paying all fees, the BIS licence is granted. Initially valid for one year, it can be renewed annually thereafter.

BIS regularly conducts surveillance inspections to ensure ongoing compliance and product quality. During these inspections, market samples are collected and tested to evaluate the performance of foreign manufacturers holding BIS licenses.
If any complaint arises regarding a licensed product, BIS investigates the matter following IS/ISO 10002 guidelines. Corrective action—such as repair or free replacement—is taken promptly. In cases of product-related damage, the licensee bears full responsibility for compensation, while BIS holds no liability for any losses.
A BIS manufacturing licence is valid for one year. To continue operations, manufacturers can renew it annually by submitting a renewal application, along with the applicable fee and certification from a Chartered Accountant.
The manufacturers outside India who want a BIS certification should have an official representative here. The representative will handle all the mandatory obligations that are mentioned in the BIS Act of 1986.
In case the company has no branch office in India, then it can contact an Authorized Indian Representative (AIR) for an appointment. This AIR will act on behalf of that company. The AIR will manage and submit the application for the certificate. Also, it will regulate communication with BIS and ensure compliance throughout the certification process.
