WPC Approval, also called Equipment Type Approval (ETA), is the official certificate that permits wireless devices to be commercially sold in India. It verifies that Bluetooth, Wi-Fi, RFID and other radio products comply with India’s frequency regulations and safety requirements. Once granted, ETA gives a product the legal authorization to be imported, manufactured, marketed, or distributed within India.
The Wireless Planning & Coordination (WPC) Wing, established in 1952, regulates the radio frequency spectrum on behalf of the Government of India under the Ministry of Communications. WPC’s mission is consumer protection and orderly use of radio frequencies. The agency operates from its headquarters in New Delhi with regional offices in Kolkata, Guwahati, Mumbai and Chennai.
Manufacturers, importers and dealers who wish to sell wireless-enabled products in India must obtain WPC ETA. This ensures devices operate within permissible frequency bands, do not cause harmful interference, and meet electromagnetic safety norms.
Only devices that satisfy these requirements may be legally imported and sold in India.
Equipment Type Approval (ETA) is the WPC certificate for any product incorporating a radio transmitter or transceiver. It applies to domestic production as well as imports, and covers technologies such as Bluetooth, Wi-Fi (WLAN), ZigBee, RFID and other short-range radios.
ETA confirms the device complies with Indian radio rules and is permitted to operate in de-licensed frequency bands without a separate spectrum assignment.
WPC issues several categories of licences and approvals depending on the nature of the wireless operation or service.
ETA is required before importing devices that transmit in de-licensed bands. If a finished product is manufactured in India using an RF module that already holds an ETA and no changes are made to that module, a separate ETA for the finished product is usually not required. However, imported devices or new RF modules require their own ETA for each model prior to importation.

An import licence from WPC may be required to bring wireless equipment into India, even if the product already holds an ETA. For devices operating in de-licensed bands, applicants must submit an RF test report from a recognised laboratory for evaluation.
An RF test report demonstrates that a device’s radio emissions are within permitted limits and will not disrupt other services. RF testing is mandatory for Wi-Fi, Bluetooth, cellular modules, PMR radios and other transmitting devices.

Coordinate testing with a recognised ILAC or NABL lab, ensure the device is tested exactly as configured for market, and obtain a comprehensive test report. This report is a mandatory upload for ETA applications.
ETA applies to a broad range of transmitting devices and transceiver systems. Pure receivers (e.g., GPS-only modules that do not transmit) are typically exempt.
