The Bureau of Indian Standards launched “Scheme X” on March 16, 2022. It was created to help both Indian and foreign makers get their assemblies, sub-assemblies, and machine tools certified under Schedule-II, Scheme-X before they are sold in India.
Through this scheme, manufacturers of low voltage switchgear, control gear, machinery, or electrical equipment can apply for a BIS License or Certificate of Conformity. Once approved, they can display the BIS Standard Mark on their products.
Items certified under Scheme X meet Indian standards set by the government, which helps buyers trust their quality.
Scheme X is part of the BIS Conformity Assessment Regulations, 2018, later updated through the 2022 amendment. The aim of this certification is to bring Indian safety rules closer to international levels. Machinery and electrical equipment made in India or imported into the country come under Scheme X if they meet the required safety and technical standards.
The Ministry of Heavy Industries released the “Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024.” It is managed by BIS and begins on August 28, 2025. The rule covers pumps, compressors, cranes, transformers, rotary machines, and switchgear.
Some machines and electrical parts made under Section 16 of the Bureau of Indian Standards Act, 2016, don’t fall under this rule.
A few construction machines are also part of Scheme X. These come under the CMVR Rules, 1989.
They’re looked after by the Ministry of Road Transport and Highways, also known as MoRTH.It sets rules for equipment designed with strict safety and technical needs.

It includes machines used for cutting or shaping materials like stone, ceramic, concrete, asbestos cement, and mineral glass.Manufacturers need BIS approval before they can sell these machines in India. Manufacturers of such machines must get Scheme X certification before selling their products in the market.
The Bureau of Indian Standards gives approval for products that come under Scheme X. The BIS mark, also called the Scheme X mark, represents two main details. The top displays the standard number, and the bottom shows the license number written as CM/L-XXXXXXXXXX.
BIS gives this mark only after a product gets its license. Manufacturers must follow Indian Standards and sell their products only with a valid BIS mark. Using the BIS number CM/L-XXXXXXXXXX without a license is illegal. No product can carry this mark or be sold in India without proper approval from BIS.

Manufacturers need to follow the fee structure set by the Bureau of Indian Standards under Schedule-II, Scheme-X, Paragraph 5 of the BIS (Conformity Assessment) Regulations, 2018. These charges apply to all products that do not have a separate fee notification.

Validity and Renewal Process of Scheme X Certificate
BIS reviews each renewal request carefully. Once verified, a new license is issued using Form VIII under Regulation 8 of the same act.
