To sell a helmet in India, a BIS license may be required, and the product must comply with the rules laid down in the relevant Indian Standard. Buyers also prefer helmets that feel safe, stable, and well-built. Proper testing and defined quality checks help manufacturers deliver reliable products to the market.
Helmets used for everyday two-wheeler commuting fall under IS 4151:2015. This standard specifies the material, shape, finish, and performance requirements of protective helmets, with or without a lower face cover. It does not apply to helmets designed for high-speed racing or sports use.
The standard covers helmet sizes ranging from 500 mm to 620 mm to ensure proper fit for different head sizes.
IS 4151:2015 defines requirements for the outer shell, protective padding, comfort lining, retention straps, metallic components, visor material, and other construction aspects. The maximum permissible weight of the helmet is 1500 grams.
It also outlines requirements related to dimensions, field of vision, build quality, impact absorption, rigidity, retention system strength, and surface finish.
A helmet is a critical safety product for riders. This standard aims to reduce the risk of head injuries during normal road use. A compliant helmet must include a strong outer shell, impact-absorbing inner layers, and a dependable retention system. Optional components such as ear covers and neck curtains may also be included. The primary objective is effective head protection during impact.

Each helmet must carry clear and permanent markings including the manufacturer’s name or trademark, helmet size, year of manufacture, and total weight. After obtaining the BIS license, the ISI mark may also be affixed to the product.
BIS grants the license after evaluating the manufacturing facility, testing infrastructure, quality control systems, and production process through an on-site inspection.
If a product falls under the BIS Conformity Assessment Scheme, all manufacturers, importers, and foreign brands must obtain BIS ISI Certification. The license may be suspended or cancelled if the product fails to comply with the prescribed requirements.
