The Bureau of Indian Standards Act of 2016 launched the Bureau of Indian Standards. It comes under the Ministry of Food & Public Distribution, Ministry of Consumer Affairs of the Indian Government. The international producers who want to sell their products to the Indian market have to grab a BIS registration. This certificate assures that the product complies with the required Indian standards.BIS holds many duties, which include the formulation of standards, product certification, testing, hallmarking, laboratory and calibration services, and training programs. A BIS registration serves as a third-party guarantee that a product is safe, durable, and of excellent quality. BIS grants licenses to manufacturers whose products align with the defined standards through its voluntary or mandatory certification schemes.
Once the license is permitted, manufacturers are allowed to show the BIS Standard stamp on their products. In 2012, the Department of Electronics and Information Technology (DeitY), partnered with the Bureau of Indian Standards (BIS). They launched the Compulsory Registration Scheme (CRS) to protect Indian consumers from fraudulent and poor-quality products. This scheme makes it mandatory for IT and electronic products to obtain BIS registration before launching them in the Indian market.
To enforce this, the Ministry issued Compulsory Registration Orders, stating that no one shall manufacture, store, sell, import, or distribute goods that fail to meet the prescribed Indian Standards or do not bear the Standard Mark with a unique BIS registration number.
As per the CRS, BIS provides a registration certificate to manufacturers, which allows them to use the Standard Mark along with a unique registration number on their products. This certification is issued according to the manufacturer’s self-declaration of conformity to the appropriate Indian Standards. A BIS license acts as a third-party assurance, confirming the consumers that the product fulfills the desired quality and safety standards set by the government.
The Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018, governs the process of certification for electronic and IT products.
